"An Act approving a reduction in the amount due                               
the State of Alaska from money received by the                                 
United States under the federal mineral leasing laws                           
from the leasing for and production of oil and gas                             
on certain federal public land located on the coastal                          
plain of the Arctic National Wildlife Refuge; and
